2008 General Rules and Track Procedures - Supplement to the 2008 NASCAR Rules.

GENERAL RULES - ALL CLASSES

The general rules section applies to each and every competitor, mechanic, and/or pit personnel. Some items, obviously, do not apply to each mentioned class. You can easily determine which rules do not apply to you (if any). You are expected to know the rules! Ignorance will not be tolerated as an excuse.                   

"THE RULES AND/OR REGULATIONS SET FORTH HEREIN ARE DESIGNED TO PROVIDE FOR THE ORDERLY CONDUCT OF RACING EVENTS AND TO ESTABLISH MINIMUM ACCEPTABLE REQUIREMENTS FOR SUCH EVENTS. THESE RULES SHALL GOVERN THE CONDITION OF ALL ADAMS COUNTY SPEEDWAY EVENTS, AND BY PARTICIPATING IN THESE EVENTS, ALL ADAMS COUNTY SPEEDWAY COMPETITORS ARE DEEMED TO HAVE COMPLIED WITH THESE RULES. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH THESE RULES AND REGULATIONS. THEY ARE INTENDED AS A GUIDE FOR THE CONDUCT OF THE SPORT AND IN NO WAY A GUARANTEE AGAINST INJURY OR DEATH TO PARTICIPANTS, SPECTATORS, OR OTHERS." 

The race director shall be empowered to permit reasonable and appropriate deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OF SPECIFICATIONS. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final.

CONDUCT

Any fighting before, during, or after a racing event in the pit area or any part of ADAMS COUNTY FAIRGROUNDS will subject the offender, and the car he is associated with, to suspension, fine, or both, depending upon the seriousness of the incident and the decision of the officials is final. Absolutely no one is allowed in the scorer's booth other than the officials or invited guests.

We will not tolerate any profane language in front of the race fans, officials or management. Be clean and look respectable. At any time the management feels that your dress, appearance, action, or conduct are not in the interests of the ADAMS COUNTY SPEEDWAY, you must leave the grounds and a suspension may be awarded.

No driver may get out of his car on the track or apron to argue or discuss a race situation with the flagman or officials. Violations of this rule may result in disqualification for the rest of the night’s events, or suspension may be awarded if deemed necessary by the officials.

When in the pit area, maintain a constant watch for your own protection.

Anyone speeding through the pit area will be subject to a fine and/or suspension depending upon the seriousness of the incident.

No alcoholic beverages consumed in the pits until the last race of the evening is completed.  Anyone may be tested at any time.  As per insurance regulations, anyone directly involved in pulling an engine in the claim area will not be allowed alcoholic beverages until engine removal is completed. 

 GENERAL POLICY

Any disagreement over technical questions or operations will be resolved by racing officials and the management. When their decision is rendered, such decision is final and binding. Management and officials will establish the length, frequency, finishing positions, and administration of all events and programs, and their decision will be final.

PARTICIPANT'S INSURANCE

Available upon request is a certificate of insurance that covers everyone signed in at the pit gate. Call us or discuss any aspect of the insurance at any time. You and your crewmembers are covered with as broad insurance benefits as racers in any major U.S. racing association. If any questions or problems come up about insurance, contact ADAMS COUNTY management.

  

LIABILITY INSURANCE

Our liability insurance insures the race track, the car owners, drivers, and sponsors. For example, if a wheel comes off your car and injures a spectator who then files a suit against you as the car owner, the sponsors with their name on your car, or the track, etc., all parties will be covered under our policies.

Every driver must inspect the racing surface and the racetrack to learn of any defects, obstructions, or anything that, in his opinion, is unsafe, and he should report any such conditions to the officials or management. Any driver entering any racing event is considered to have inspected the track with all conditions satisfactory to him ... if not, HE SHOULD NOT RACE! This further indicates that he is aware that auto racing involves risks, and he assumes these risks with full awareness and knowledge. Adams County Speedway assumes no responsibility for damage to or loss of your equipment, vehicles, or any parts, by any means whatsoever.

ADAMS COUNTY SPEEDWAY TRACK PROCEDURE

1.   A guaranteed purse will be paid all season.

2.   The pit gate opens at 5:00 PM. Any racecar driver signed in after 6:00 PM will automatically go to the rear of the assigned heat race. Pit meeting will be at 6:15, hot laps will be at 6:30 and be concluded at 6:55, with the first race at 7:00.

3.  All cars must pack the track when requested. Failure to do so will result in whatever punishment is deemed reasonable by the officials.

4.  Dead heats will split the total position money and points won for the two spots.

5.  The first five finishers in the "A" Feature, plus the random draw position as shown on the flagstand board, and all feature qualifying positions from heats and consolation races will pull directly onto the scale to be weighed, and then into inspection area - if directed - to finish the inspection process. NO EXCEPTIONS! All positions will be moved accordingly if there are any disqualifications. Failure to weigh immediately will result in warning, fine, or disqualification, depending upon the situation. Drivers making engine claims must also weigh and inspect.

6.  Driver change procedures are posted on the infield lineup board.

7.  You must line up for each feature event and take the green flag to qualify for feature money. You must start a heat race to qualify for non-qualifiers money.

8.  All races will be completely lined up in the infield, before the white flag is given in the previous race. If you are not in position you go to the rear.

9.   Racing penalties (on track or in pits) can be imposed by the flagman, chief steward or other race official. For all other rules infractions or misconduct within the fairgrounds, penalties may be imposed by any race official on the driver and/or his crew and/or his car. Penalties may be one or more of the following:

A. Verbal warning

B. Requiring the driver to start at the rear of the field

C. Suspension from competition for one week or more

D. Temporary or permanent expulsion from the pit area and/or fairgrounds

E. Fined (example: $25 minimum for speeding in the pits)

F. Loss of prize money and/or points, in which case the payoff will be paid as though penalized driver had not participated.

11. Protests: Refer to NASCAR rulebook. Also, track officials have the right to protest any car at any time at no charge.

12.  Track rules take precedence over NASCAR rulebook.

13.  A more complete listing of track procedures and penalties will be posted at the infield tower.

 

  

POINT SYSTEM

1. Points will be awarded from the start of the season until a date designated by the management and officials.

2.  Find breakdown of NASCAR divisional and track points in NASCAR rulebook.

3. Adams County Speedway weekly track points will be figured based on NASCAR track point system and the Chase for the Championship will be used to determine champions.

4. $2 from each regular weekly show NASCAR pit pass will go into a track point fund to be distributed at the annual awards banquet. Point fund money will be figured by point standings with bonus points being added for attendance. You must race approximately 65% of point races to qualify for any of the track point fund money. Non-point specials don't count toward track point fund money.

5. The top 15 in each class will receive trophies at the annual awards banquet.

6. 5% of feature purse goes to NASCAR for their distribution of point money.

7. Fines go into the point fund of the class the fined participant competes in.

These are the basic track procedures for 2008. For a complete set of procedure rules see the 2008 NASCAR rule book, or those posted at the infield tower.

 

NOTE: Payoffs will be made by check to be handed out the week following the event.

 

Everyone going into the pit area will sign his or her own pit release. Signing for others will not be allowed.

 

Drivers in all classes of cars must have a NASCAR license. We urge drivers and crew to join before opening night to avoid a long line on opening night.  Anyone under the age of 16 wanting to enter the pit area can do so, but only with a properly filled out minor release form.  Contact us to obtain a form.  If you filled out a form in 2007, you will still need a new form on file for 2008.

 

All car numbers will cost $10 each. This money will go into point funds to be distributed at the banquet. A number for your car must be agreed upon and paid for before your car can be raced. No exceptions. Please obtain or check on the availability of your desired car number before lettering your car. Last year's number will be held until the first of March, and then any unclaimed numbers are available on a first come, first served, basis. Numbers may be purchased by sending a check payable to Hampel Racing, Box 8, Nodaway, Iowa, 50857.

 

In 2008, we are running Late Models, Modifieds, Pro Streets, and Hobby Stocks.   If you need rules for any other class than the ones you received, they may be obtained by calling or writing.

Tentatively, the racing season will open Saturday, April 12th, with a practice day Saturday April 5th in the evening.

 

CONCRETE PADS: Last year's pads will be held for renewal until April 1st at $ 100.00 each. After April 1st, last year's pads that aren't renewed will be available for sale to anyone new wanting one!!  If you fail to renew by March 1st but your pad is still available after that date, it will cost $150. The track reserves the right to use your pad, or move you to another if your trailer size does not fit the space you are in, or in the event they are needed for a special event.
